Ghosn family seeks UN help against ‘judicial persercution’ in Japan

PARIS: The family of former Renault and Nissan head Carlos Ghosn has submitted another request for UN intervention against what it says is his “judicial persecution” in Japan, one of their lawyers said Sunday.

Jessica Finelle said the family had approached the working group on arbitrary detention at the Office of the UN Commissioner for Human Rights to see if they could provide some redress.

In the request, the lawyers say bail conditions imposed on Ghosn amounted to “house arrest” and were intended to weaken him psychologically ahead of his trial.

Ghosn was dramatically arrested in November as he stepped off his private jet in Tokyo. He was held for 108 days as prosecutors investigated financial misconduct allegations and charged him with three counts.

He finally won bail in March, agreeing to conditions including living in a court-appointed residence monitored by cameras.

But prosecutors then levelled a fresh allegation against him in April and he was rearrested, spending another 21 days in detention before winning bail a second time.

The former Nissan chief is now preparing for trial on four charges of financial misconduct ranging from concealing part of his salary, to using Nissan funds for personal expenses.

Lawyers for the family said in the latest request to the UN’s working committee on arbitrary detention that the number and scale of the conditions imposed on Ghosn amounted “in effect to house arrest, meaning that his provisional detention continues and he is still deprived of his liberty”

The restrictions, “especially the prohibition of any direct contact with his wife, appear to be abuse aimed at tiring him out psychologically and to put him in a position of weakness… in violation of the right to a fair trial.”

“This really amounts to a form of judicial persecution of Carlo Ghosn who is prohibited from meeting his wife, even for an hour in the presence of lawyers,” they say, according to the documents seen by Agence France-Presse.

Describing Ghosn as being held “hostage”, the lawyers go on to demand that the UN working group declare the Japanese measures to be “arbitrary” and to urge Japan to “release (him) without delay.”

Lawyer Finelle told Agence France-Presse that even if the UN working group has no power to compel Japan to act differently, “it is still a matter of image for the Japanese.”

She said she hoped for a decision before Ghosn’s court case begins, which might not be until next year. AFP

Nobel Prize-winning physicist Murray Gell-Mann dead at 89

WASHINGTON, D.C.: Murray Gell-Mann, a physicist who theorized the existence of the quark and won a Nobel Prize for his method of classifying particles, has died at age 89, the California Institute of Technology (Caltech) said.

Considered among the most important physicists of the 20th century, the American scientist theorized in the 1960s that subatomic particles — protons and neutrons — were composed of paired subunits he called quarks.

Experiments later confirmed the existence of the particles, which are a continuing subject of study by physicists including those at the Large Hadron Collider, the world’s most powerful proton smasher straddling the French-Swiss border.

Amid an explosion of research into what makes up matter in the 1950s and 1960s, Gell-Mann came up with a criteria for putting particles in groups of eight based on characteristics like electric charge and spin.

He called it the “eightfold way,” Caltech said, and was awarded the 1969 Nobel Prize in Physics for the innovation.

Born in New York City on September 15, 1929, Gell-Mann was encouraged to study physics by his father, and earned a doctorate in the subject from Massachusetts Institute of Technology in 1951.

He taught at Caltech in Pasadena, California from 1955 until his retirement in 1993.

“Dr Gell-Mann had this clear vision and penetrating insight to look through the large amounts of data that were coming from experiments and make sense of it,” Hirosi Ooguri, a professor at Caltech and director of the school’s Walter Burke Institute for Theoretical Physics, said in an obituary published by the university.

‘Great respect’ between US and NKorea – Trump

TOKYO: There is “great respect” between the United States and North Korea, President Donald Trump said Monday, predicting “lots of good things” despite recent missile launches by Pyongyang.

“I personally think that lots of good things will come with North Korea, I feel that. I may be right, I may be wrong, but I feel that,” Trump said at the start of bilateral talks with Japan’s Prime Minister Shinzo Abe in Tokyo.

“We’ve come a long way,” the US leader added.

“There’s a good respect built, maybe a great respect built between certainly the United States and North Korea.”

The comments come despite short-range missile launches by Pyongyang in May that Trump’s own National Security Advisor John Bolton said over the weekend were in violation of UN Security Council resolutions.

Trump appeared to dispute Bolton’s assessment in a tweet on Sunday, in which he called the missiles “small weapons” that “disturbed some of my people, and others, but not me.”

The US president is in Tokyo for a state visit that included a meeting with the newly enthroned Emperor Naruhito on Monday morning, the first time the monarch has met a foreign leader since taking the throne.

Trump’s bilateral talks with Abe are expected to focus on trade, North Korea and military issues, as well as other diplomatic crises, including the tensions between Washington and Tehran.

Abe has reportedly proposed serving as a mediator and is said to be weighing a state visit to Iran, and Trump said he remained open to talks.

“I do believe that Iran would like to talk, and if they’d like to talk, we’d like to talk also,” he said.

“Nobody wants to see terrible things happen, especially me,” he added.

Trump said US-Japan relations have “never been better,” but the allies are locked in negotiations over trade, with the US leader repeating Monday that America suffers a “tremendous imbalance” with Japan on trade.

“We’re working on that, and I’m sure that will work out over a period of time,” Trump added, saying he expected the allies to be “announcing some things, probably in August, that will be very good for both countries.”

“We’ll get the balance of trade straightened out rapidly.” AFP

Clashes between prisoners in Brazil jail leave 15 dead

SAO PAOLO: Clashes between inmates killed 15 people at a jail in Amazonas state in northern Brazil on Sunday, the regional prison authority said.

The clashes broke out around 11 a.m. (1500 GMT) during visiting hours at the facility, located some 28 kilometers (17 miles) from state capital Manaus.

“It was a fight between the inmates. There had never been deaths during the visits,” Colonel Marcos Vinicius Almeida told a news conference.

Some of the inmates were stabbed with sharpened toothbrushes, while others had been strangled, Almeida said, adding that an investigation has been opened to determine the cause of the fight.

He emphasized that authorities had reacted within minutes to the Sunday violence, preventing a potentially worse result.

The same facility was the scene of a prison rebellion that lasted almost 20 hours and left 56 people dead in January 2017.

Brazil has the world’s third largest prison population, with 726,712 inmates as of June 2016, according to official statistics.

The population is double the capacity of the nation’s prisons, which in the same year was estimated to be 368,049 inmates.

Along with severe overcrowding, Brazil’s prisons are plagued by gang violence, while riots and breakout attempts are not uncommon.

In September, heavily armed men detonated explosives outside the gate of a prison in northeastern Brazil and then shot their way inside, killing a policeman and releasing 92 inmates, about half of whom were later recaptured.

The previous April, a military-style battle erupted between guards and prisoners aided by outside associates, leaving 21 people dead at a prison in Belem, near the Amazon rainforest.

The attackers in that case tried to blow up a wall to help the would-be escapees. One policeman was killed alongside 20 prisoners and their associates.

In January 2017, Brazilian police had to launch a massive manhunt after 184 inmates escaped from two prisons in Amazonas state following a gruesome 17-hour bloodbath between rival gangs that left 56 prisoners dead, many beheaded.

Brazil’s prisons are home to the leaders of several drug trafficking organizations, and the crisis in the country’s penitentiaries has had a ripple effect.

Earlier this year, a wave of about 80 attacks on public buildings, banks, buses and gas stations was blamed on newly announced measures to tighten control of prisons. AFP

Alvarez willing to make up with Sara Duterte with or without Speakership bid

REELECTED Davao 1st District Rep. Pantaleon Alvarez is willing to reach out to Davao City Mayor Sara Duterte-Carpio whether or not he’s elected Speaker of the House of Representatives when the 18th Congress convenes in July.

In an interview with ANC on Monday, Alvarez said that no matter who gets Duterte-Carpio’s endorsement, he would respect her decision.

“Oh yes, why not?” said Alvarez, when asked whether he would still reach out to Duterte-Capio with whom he had a falling out that led to his ouster as Speaker in 2018.

“Maraming humahanga sa kanya sa House of Representatives. Malaki ang respeto. So kung sino ang sasabihin niya na gusto niyang maging Speaker eh magbabago lahat ‘yan,” he added.

(A lot of people from the House of Representatives are looking up to her. They have a high respect for her. So no matter who she endorses as Speaker will change everything.)

Alvarez also denied Duterte-Carpio’s claims that he was seen in a video threatening to humiliate her after winning against Hugpong ng Pagbabago (HNP) candidate, Davao del Norte Governor Anthony del Rosario.

“Hindi ko alam kung saan nanggaling ‘yun kasi masyado akong nag-iingat eh. Pag nabanggit na si Mayor, di na ako nagkokomento. Very unlikely na sinabi ko iyon…’pag nasabi ko man ‘yun, wala akong karapatang tumakbong Speaker,” Alvarez said.

Duterte-Carpio endorsed Marinduque Rep. Lord Allan Velasco as her candidate for the Speakership over Alvarez, former Foreign Affairs secretary Alan Peter Cayetano, Leyte Rep. Ferdinand Martin Romualdez, San Juan Rep. Ronaldo Zamora, Cavite Reps. Alex Advincula and Abraham Tolentino, Malabon Rep. Ricky Sandoval, Leyte Rep. Lucy Torres-Gomez, and Pampanga Rep. Aurelio Gonzales.

PDP-Laban President, Sen. Aquilino “Koko” Pimentel 3rd, said the administration party aims to regain the Speakership with its three frontrunners: Alvarez, its secretary- general; Gonzales, its national deputy campaign manager; and Velasco, a strong ally of the Dutertes.

SC asked to probe, penalize IBP officers for using resources in aiding ‘Bikoy’

THE Supreme Court on Monday was asked to investigate the officials of the Integrated Bar of the Philippines (IBP) for allowing the use of its facilities and resources by the man who linked family members and allies of President Rodrigo Duterte to illegal drug activities.

Lawyer Ferdinand Topacio, in a letter to Chief Justice Lucas Bersamin, pleaded before the high court to use its supervision and control over the IBP whose officials “besmirched” its name by letting Peter Joemel Advincula alias “Bikoy” hild a press conference on its premises.

It will be the second complaint lodged against the IBP on the Bikoy controversy.

The first was filed by Kabalikat Partylist 149, headed by Tomas Jose Cabrido, asking the high tribunal to sanction IBP President Abdiel Dan Elijah S. Fajardo and his successor Domingo Egon Q. Cayosa.

Cabrido said the two violated Rule 1.02 of the Code of Professional Responsibility, which states “a lawyer shall not counsel or abet activities at defiance of the law or at lessening confidence in the legal system.”

In his complaint, Topacio said that “much damage has been done to the IBP, as well as to the legal profession in general, hence, the officers responsible for this reprehensible event should be investigated and held accountable.”

“In view of the foregoing, I am most respectfully requesting that the Honorable Supreme Court-which exercises supervision and control over the IBP pursuant to Article VIII, Section 5(5) of the 1987 Constitution, to look into this matter at the soonest possible time in order to preserve the trust and respect of the public in the IBP as the national organization of lawyers in the Philippines,” it stated.

Topacio said that it was difficult to believe that the function room of the IBP, which was used by Advincula, was done without the knowledge and approval of the IBP officers.

“Furthermore, Advincula was even accompanied by the IBP National Director for Legal Aid, Minerva Ambrosio, as well as some Catholic nuns,” it said.

The IBP is under the supervision and control of the Supreme Court and for 2019 alone shall receive P100 million from Congress for its operation, primarily for legal aidl.

Bikoy appeared before the media on May 6 at the national office of the IBP in Ortigas Center, Pasig City, and confessed that he was the “hooded man” who made the allegations into illegal drugs against Duterte’s son Paolo and former Special Assistant to the President and now Senator-elect Christopher Lawrence “Bong” Go.

PH eyes P300-B in business deals in Duterte visit to Japan

THE Philippines is set to ink P300-billion worth of deals with Japanese firms during President Rodrigo Duterte’s trip to Japan later this month, the Department of Trade and Industry (DTI) said.

In a statement on Monday, DTI Secretary Ramon Lopez said that the Philippines would be signing over 20 business agreements expected to generate 8,000 jobs.

The investment pledges will cover infrastructure, manufacturing, electronics, medical devices, business process outsourcing, power, electricity, transport, automotive, food manufacturing and marine manpower industries.

“Japanese investors remain bullish on the sustained growth momentum under the administration of President Duterte, given its aggressive infrastructure build-up, meaningful investment and financial reforms and demographic advantages,” he said.

Duterte is set to attend Nikkei’s 25th International Conference on The Future of Asia in Tokyo, Japan on May 30-31. TYRONE C. PIAD

‘Neutral desks’ for all students get Senate nod

SENATORS approved on third and final reading a bill mandating all educational institutions to privide “neutral desks” to all students.

Voting 17-0-0 on Monday, the approved measure was House Bill 8654, otherwise known as an Act Mandating Public and Private Educational Institutions to Provide the Appropriate Armchairs to Left-Handed Students, taking into consideration Senate Bill 2114, otherwise known as an Act Mandating Public and Private Educational Institutions to Provide the Appropriate Armchairs to Left-Handed Students.

Rep. Cristina Roa-Puno and Sen. Juan Edgardo “Sonny” Angara authored the House and Senate measures respectively.

Angara said the bill aimed to promote equal development of students by requiring educational institutions nationwide to provide neutral desks to all students in both public and private educational institutions.

Currently, Angara said, left-handed students were left without a choice but to work with right-handed armchairs.

Studies show that a right-handed armchair does not offer left-handed students the same arm support that right-handed students enjoy, causing back, neck and shoulder pain to left-handed students.

Experts said the inefficient and awkward writing position that left-handed students must adopt in right-handed armchairs caused slower handwriting, placing them at a disadvantage on important timed examinations.

They said thousands of left-handed school children are struggling in the classroom because of a failure to meet their needs.

They estimate that between 10 and 15 percent of the population worldwide are left-handed.

Under the bill, educational institutions are mandated to provide neutral desks equivalent to 10 percent of the student population within one year from the effectivity of the act. The institutions will eventually provide neutral desks to all students.

The Department of Education, the Commission on Higher Education, and the Technical Education and Skills Development Authority shall be in charge of formulating the rules and regulations, including the administrative penalties for the non-compliance of the act.

Magnitude 8 earthquake strikes Amazon jungle in Peru

LIMA, Peru: A powerful magnitude 8.0 earthquake struck a remote part of the Amazon jungle in Peru early Sunday, collapsing buildings and knocking out power to some areas but causing only one reported death.

The quake struck at 2:41 a.m. and was centered in a vast nature preserve 57 miles (92 kilometers) east of the small town of Yurimaguas. Helping limit damage was the earthquake’s depth, at 70 miles (114 kilometers) below the surface, according to the U.S. Geological Survey. Earthquakes that are close to the surface generally cause more destruction.

President Martín Vizcarra called for calm before traveling to the zone with members of his cabinet to survey the damage. He said first reports indicate a bridge had collapsed and several homes and roads had been affected.

“It’s a quake that was felt throughout the Peruvian jungle,” said Vizcarra, who was scheduled to host a regional summit Sunday in the capital with the presidents of Bolivia, Colombia and Ecuador.

Ricardo Seijas, chief of the National Emergency Operations Center, said one person died when a rock fell on a house in the Huarango district.

A preliminary survey by authorities found that six people were injured and 27 homes damaged across seven provinces. Three schools, three hospitals and two churches were also affected

In Yurimaguas, a bridge and several old houses collapsed, and the electricity was cut, according to the National Emergency Operations Center.

Images circulating on social media showed residents in several parts of the country panicked as the quake shook buildings.

The quake also awoke people in Lima, who ran out of their homes in fear.

“It was a really long quake,” said Maria Brito, who lives on the fifth floor of an apartment building in the capital. “It could’ve been worse, and luckily it’s over.”

Earthquakes are frequent in Peru, which lies on the Pacific’s so-called Ring of Fire. On August 15, 2007, a similarly sized quake struck near Lima, killing more than 500 people. AFP

Two feared dead, 17 hurt after Japan mass stabbing

TOKYO: Two people, including a child, were feared dead on Tuesday in a mass stabbing attack that also injured 17 people in the Japanese city of Kawasaki, the local fire department said.

“One man and one female child are showing no vital signs, said fire department official Yuji Sekizawa, employing a phrase commonly used in Japan to mean the victims have died but the death has not yet been certified by an official medical professional.

Footage broadcast on local TV stations showed multiple police cars, ambulances and fire engines at the scene. Emergency medical tents were put up to treat the wounded.

The fire department said 17 others were injured in the attack, among them more children.

“A man stabbed them,” another spokesman for the department, Dai Nagase, earlier told Agence France-Presse.

“We received an emergency call at 7:44 a.m., which said four elementary schoolchildren were stabbed.”

Police said one suspect, a man, had been detained. NHK said he had stabbed himself, suffering a serious wound. There was no immediate indication of a motive.

The broadcaster said two knives were spotted at the scene, but there was no immediate confirmation from officials.

The attack took place at the time of the morning commute and school run, with one eyewitness saying it occurred by a bus stop.

“I heard the sound of lots of ambulances and I saw a man lying near a bus stop bleeding,” the man, who was not identified, told NHK.

“There is another bus stop near the elementary school and I also saw elementary schoolchildren lying on the ground… It’s a quiet neighborhood, it’s scary to see this kind of thing happen,” he added.

Japan has one of the lowest rates of violent crime in the developed world and mass attacks are extremely rare.

In 2018, a man was arrested in central Japan after stabbing one person to death and injuring two others aboard a bullet train, an attack that prompted new security measures on the famed rail service.

And in 2016, a man stabbed 19 people to death in a disability center south of Tokyo in what he described as a mission to rid the world of people with mental illness. AFP

Trump bids Japanese emperor farewell, tours US navy base

TOKYO: President Donald Trump bid farewell Tuesday to Japan’s Emperor Naruhito and flew to a US naval base to wrap up a symbolism-laden state visit reaffirming Washington’s clout in Asia in the face of rising Chinese power.

Trump, accompanied by his wife Melania, became the first world leader to meet with newly enthroned Naruhito and Empress Masako on Monday — an honor that Japanese Prime Minister Shinzo Abe said underlined the two countries’ deep economic and strategic ties.

There has been little substance in the visit, which started Saturday and included an Abe-Trump golf game, as well as the presentation by Trump of a huge trophy at a sumo tournament.

Tricky negotiations over Washington’s insistence that Japan open markets to more US products or face steep auto tariffs have been all but set aside until after elections here in July.

But more than anything, Trump’s presence in Japan and his hosts’ energetic efforts to please him were meant to signal that, at a time of ever greater Chinese influence and North Korean nuclear tensions, the United States remains a major Asian power.

Trump was rounding off his trip Tuesday by demonstrating the rawer side of that power with a stop at the Yokosuka US Naval Base.

He was to inspect the Japanese helicopter carrier Kaga, then address service members on the US warship Wasp.

Coinciding with the US holiday of Memorial Day, which commemorates the war dead, the naval visit will give Trump a chance to show off the American flag and underscore how one-time World War II foe Japan is part of the bedrock of the US Pacific presence.

The military alliance also has a strong commercial aspect, as Trump was eager to point out Monday when he confirmed Japan’s plan to buy 105 F-35 stealth warplanes.

“This purchase would give Japan the largest F-35 fleet of any US ally,” Trump said.

After leaving the USS Wasp, Trump will then depart for Washington, with a refuelling stop at an air force base in Alaska.

Feasting and farewell

Emperor Naruhito took over the Chrysanthemum Throne only three weeks ago, after his father stepped down in the first abdication in two centuries.

He hosted the Trumps at his palace Monday morning and then again in the evening for a banquet featuring six courses, including Trump’s favorite — beef — and a dessert described as Glace Mont Fuji.

The emperor and Trump both made toasts praising their countries’ friendship. The US president even sprinkled a few Japanese words into his address, referencing ancient Japanese poetry.

Trump and the first lady said goodbye to the Japanese royal couple on Tuesday before leaving Tokyo. The White House only described this as a “farewell call”, and there were no immediate details on how it went.

Although the whole Japan trip was designed to be a feelgood display of US-Japanese friendship, there was an awkward moment Monday when Trump flatly contradicted Abe and some of his own advisors.

Trump insisted that he does not consider recent North Korean short-range missile tests to have violated UN resolutions, or even to pose a particular threat.

“My people think it could have been a violation… I view it as a man who perhaps wants to get attention,” Trump said of North Korean leader Kim Jong Un, whom he once more praised, calling him “very smart.” AFP

Papua New Guinea in crisis as PM stalls resignation

PORT MORESBY: Papua New Guinea Prime Minister Peter O’Neill stalled his announced resignation and took legal action to prevent a vote of no confidence on Tuesday, deepening the country’s political crisis.

The veteran leader launched what appeared to be a last-gasp bid to cling on to power, pressing the Supreme Court to thwart a planned parliamentary vote to remove him from office.

Facing mounting criticism, O’Neill on Sunday announced that he would step down, but has so far avoided formally submitting his resignation to the country’s governor general.

O’Neill — who has been in power since 2011 — is battling for his political life after a string of cabinet resignations sparked by his signing a multi-billion-dollar liquefied natural gas (LNG) deal with France’s Total and US firm ExxonMobil earlier this year.

Local communities had complained bitterly about not benefiting from similar deals in the past.

O’Neill’s government narrowly avoided a vote of no confidence after the signing by adjourning parliament for almost a month.

On the eve of lawmakers’ return and with a new confidence vote planned for June 6, O’Neill lodged an appeal with the Supreme Court.

In a lengthy filing, O’Neill said he wanted to “ensure clarity of constitutional and legal processes”.

The court on Tuesday refused to hear the case urgently and set proceedings for Friday, according to opposition lawmaker Brian Kramer.

O’Neill’s opponents believe they have the votes to oust him, but there is so far no agreement on a consensus replacement. AFP

S&P maintains 6.3% growth outlook for PH

S&P Global Ratings has maintained its 6.3 percent Philippine growth forecast for 2019 as it sees the trade war and the expected resurgence in inflation as major risks to economic expansion.

A report released on Tuesday showed that the debt watcher kept its 6.3-percent gross domestic product (GDP) growth outlook for the Philippine economy this year, which was higher than last year’s actual growth of 6.2 percent and falls near the lower end of the government’s downwardly revised 6.0-7.0 percent target.

“Despite the weaker-than-expected first quarter, we continue to expect GDP growth to come in at the low end of the 6-6.5 percent range this year,” it said.

S&P, however, said risks to external financing and exchange rate volatility were back on the radar as the trade war re-escalates.

“Domestically, a resurgence in inflation from either El Nino or oil prices still remains possible and could weigh on the consumption recovery and the ability of BSP (Bangko Sentral ng Pilipinas) to ease, at a time when the fiscal impulse is already negative in the first half of the year, ” it added.

American pedophile arrested at NAIA

A suspected American pedophile was arrested at the Ninoy Aquino International Airport (NAIA) on Monday while meeting a female minor he befriended on Facebook.

Police authorities arrested Piotr Kmita, 43, in an entrapment operation shortly after he arrived in Manila via China Eastern Airlines flight from Pudong, China.

Immigration (BI) Port Operations Division chief Grifton Medina said Kmita violated Republic Act 10364 or the expanded anti-trafficking in persons act which penalizes the act of “procuring a child for prostitution and obtaining a person for the purpose of prostitution, pornography or sexual exploitation.”

The suspect was subsequently turned over to the custody of the Philipine National Police’s women and children protection center in Pampanga where the rescued girl lives, Medina said.

Bienvenido Castillo, who heads the Border Control and Intelligence Unit of the Bureau of Immigration-Ninoy Aquino International Airport ( BI-NAIA), said that US government’s Homeland Security Investigation (HSI) sought the Philippines’ assistance in monitoring the American pedophile “after he was discovered to have engaged in sexually explicit conversations with his young victim that he befriended online through Facebook.”

Castillo said the HSI then relayed the information to the PNP regional office in Pampanga, and “we jointly conducted the operations to intercept Kmita upon his arrival in Manila.”

Castillo reported that the arresting agents tailed Kmita from the moment he arrived up to the area outside the airport where he met his victim.

BI commissioner Jaime Morente commended the efforts of the officers in ensuring the successful apprehension of the foreign pedophile.

“Different agencies should work together to successfully weed out undesirables like him (Kmita),” Morente said, adding, “his presence here poses a serious threat to our women and children. Thanks to the vigilance and cooperation of our law enforcement agencies, as well as to the HSI for giving us information that lead to this pedophile’s arrest.”

Morente said Kmita’s deportation will have to wait until the criminal charges against him are resolved, adding that, if convicted, the alien will have to serve his sentence first before he could be sent back to the US.

Velasco on speakership: Being close to Dutertes an advantage

BEING close to President Rodrigo Duterte can be an advantage, especially in addressing problems at the House of Representatives, according to a lawmaker who is eyeing the Speakership in the 18th Congress.

Marinduque Rep. Lord Allan Velasco, in an interview on ANC that was aired on Tuesday, described himself as a “loyal friend to the President and [Davao City Mayor Inday Sara Duterte-Carpio].”

Velasco refuted allegations that this closenesss may affect the independence of the House but he said “at the end of the day I am saying it is an advantage for me to be close with the President because at least I can talk to him when it comes to the problems of the House.”

He also denied claims by Davao del Norte Rep. Pantaleon Alvarez that fellow aspirants were giving away from P500,000 to P1 million for each vote to be the next Speaker.

“I’m not giving away a million pesos…congressmen should respect fellow congressmen. They won’t go through that dealing just to be able to get the votes. Each congressman has his or her own views so I don’t think each congressman can be bought that easily,” Velasco said.

Velasco is considered as Duterte-Carpio’s bet for the speakership against other contenders, notably Alvarez, former Foreign Affairs secretary Alan Peter Cayetano, Leyte Rep. Ferdinand Martin Romualdez, San Juan Rep. Ronaldo Zamora, Cavite Reps. Alex Advincula and Abraham Tolentino, Malabon Rep. Ricky Sandoval, Leyte Rep. Lucy Torres-Gomez, and Pampanga Rep. Aurelio Gonzales.

On Monday, Minority Leader Danilo Suarez claimed that an endorsement from Duterte-Carpio would likely seal the deal for legislators wanting to get the top House post given talks that she could succeed her father in the 2022 presidential elections.

15 injured in Manila road mishap — report

At least 15 people, including a pregnant woman, were injured after the jeepney they were riding collided with a 14-wheeler trailer truck in Manila on Tuesday, according to radio dzRH.

The accident occurred at the corner of General Luna Street and Padre Burgos Avenue towards Intramuros, the report said.

The injured have since been brought to the nearest hospital, with volunteers from the Philippine Red Cross helping out the victims.

DoE to Meralco: Put PSAs under bidding

BATANGAS CITY, Batangas: ENERGY Secretary Alfonso Cusi on Tuesday urged the Manila Electric Co. (Meralco) to subject its power-supply agreements (PSA) to competitive bidding after the country’s highest court recently ordered it.

“(With) Meralco, they have to do it fast. Don’t waste time. Do it now,” Cusi said on the sidelines of Lopez-led First Gen Corp.’s groundbreaking of its liquefied natural gas (LNG) terminal here.

“The decision of the Supreme Court is very clear. We just have to follow it to the letter,” he added, referring the high tribunal’s May 3 ruling that power deals signed on or after June 30, 2015 must undergo the competitive selection process (CSP) for purchasing electricity by distribution utilities (DUs).

It invalidated the resolutions issued by the Energy Regulatory Commission (ERC) postponing the CSP requirement in October 2015 and March 2016, respectively — which the high court regarded as grave abuse of discretion amounting to lack or excess of jurisdiction.

Meralco has PSAs with seven generation companies covering more than 3,500 megawatts (MW) of supply. These are Mariveles Power Generation Corp., Central Luzon Premiere Power Corp.,
Redondo Peninsula Energy Inc., Atimonan One Energy Inc., St. Raphael Power Generation Corp., Panay Energy Development Corp. and Global Luzon Energy Development Corp.
Cusi’s remarks echoed those he made in a statement last Friday to uphold the Supreme Court verdict.

“We call for the exigent conduct of CSP for the PSAs of DUs, which include electric cooperatives and private corporations like Meralco,” he said then.

Delay seen with order

Also on Tuesday, Meralco said it would subject its agreement with Atimonan One Energy to competitive bidding to comply with the high tribunal’s order, but added that it could delay the construction of a 1,200-MW coal-fired power plant in Atimonan town, Quezon province.

During a briefing on the sidelines of the power giant’s annual stockholders’ meeting, Meralco President and Chief Executive Officer Ray Espinosa said it was doing so in order to avoid delaying the facility’s construction.

“Obviously, if we want to pursue Atimonan, we have to go through CSP. Once things become clearer [regarding] the CSP, then we would obviously act as fast as we can,” Espinosa said.

He emphasized, however, that the ruling “could delay the construction of the much-needed power plant.” Nevertheless, he said Meralco respected it and would follow it.

“We’ll follow the competitive selection process and we would build as quickly as we can in coordination with, and [with] the approval of, the DoE,” Espinosa said.

S&P keeps PH economic growth for 2019 at 6.3%

S&P Global Ratings is maintaining its Philippine growth forecast for this year at 6.3 percent, as it sees the worsening trade war between the United States and China and an expected resurgence in inflation as major risks to economic expansion.

The figure is higher than the 6.2-percent growth posted last year and falls near the lower end of the government’s downwardly revised 6.0-7.0 percent target.

“Despite the weaker-than-expected first quarter, we continue to expect GDP (gross domestic product) growth to come in at the low end of the 6-6.5-percent range this year,” the global debt watcher said in a report released on Tuesday.

Philippine economic growth decelerated to a lower-than-expected 5.6 percent in the first three months of the year, well below the government’s target.

“The fiscal impulse is definitely lower in the first half of 2019, but we expect infrastructure spending to ramp up again in the second half, making the overall impulse about neutral for 2019,” S&P said.

Last week, the country’s economic managers said they would embark on an “expenditure catch-up plan” to offset the negative impact of the delayed approval of the 2019 national budget on growth.

The credit rater said falling inflation would also allow the Bangko Sentral ng Pilipinas (BSP) to cut interest rates at least once more this year, while also spurring consumption growth.

The central bank’s Monetary Board decided to trim its key interest rates by 25 bps during its May 9 meeting on expectations that inflation would remain manageable.

Inflation decelerated to its slowest pace in 16 months at 3 percent in April, consistent with the Bangko Sentral’s expectation that inflation would continue to settle within the 2.0-4.0-percent target range for both 2019 and 2020.

Risks lurk

S&P warned, however, that risks to external financing and exchange-rate volatility were back on the radar as the trade war between the world’s two biggest economies escalate.
“The spillovers of the trade war to the Philippine electronics sector could also be larger than we anticipate, at least in the short run,” it said.

In the domestic scene, the credit ratings agency said “a resurgence in inflation from either [the] El Niño [weather phenomenon] or oil prices still remains possible and could weigh on the consumption recovery and the ability of BSP to ease, at a time when the fiscal impulse is already negative in the first half of the year.”

S&P’s view is consistent with BSP Governor Benjamin Diokno’s earlier statement that rising global oil prices and a prolonged, El Niño-caused drought “could be a source of upside price pressures over the near term.”
