The provinces of Cagayan and Isabela are expected to bear the brunt of Storm Luis when it makes landfall Sunday night or Monday morning.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the storm will bring heavy to intense rain and affect other provinces.
As of Saturday afternoon, Luis was at 364 kilometers northeast of Virac, Catanduanes, with winds of 110 kph gusting up to 140 kph.
It is forecast to move west northwest at 20 kph.

In a news briefing at the National Disaster Risk Reduction and Management Council in Camp Aguinaldo, Pagasa’s forecasting section chief Rene Paciente said the storm will sweep ashore in Isabela if it maintains its speed and course.
The storm will also enhance the southwest monsoon or habagat and could trigger floods or landslides.
The provinces of Apayao, Kalinga, Mt.Province, Ifugao, Nueva Vizcaya, Quirino, Aurora and the islands of Calayan and Babuyan will have rains with gusty winds. Bicol and the provinces of Samar and Quezon will be cloudy with moderate to occasionally heavy rains and thunderstorms. The rest of Luzon, including Metro Manila, and Visayas will have cloudy skies with light to moderate rainshowers and thunderstorms. Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
